Lori A. Lilly, has a Master’s Degree in Marine Estuarine
and Environmental Sciences andover 10 years of experience planning
and implementing watershed restoration activities throughout
the United States.
Lori led illicit discharge detection and elimination (IDDE)
research, program development, trainings and field assessments
in her previous position as Watershed Ecologist / Planner at
the Center for Watershed Protection and serverd on the IDDE
Expert Panel for EPA's Chesapeake Bay Program . Lori has
a strong work history of building local community capacity to
address water resource concerns. She directed a non-profit watershed
association in northwest Oregon and led fundraising efforts
and implementation of dozens of monitoring, design, construction
and assessment projects to benefit salmon and their habitat.

In the past, Lori has led strategic planning efforts; provided input
into curricula, continuing education and operational activities;
and led grant-writing activities.

City Partnership’s Clean, Green and Safe Committee. In
the Committee, Lori wrote and received a Safety grant to produce
flood preparedness videos for the town and purchase and distribute
emergency kits. Lori was the first Chair of the Committee and in
that role she wrote a Flood Action Plan and continues to advocate
for its implementation; coordinated, managed and led Committee activities;
applied and received funding for rain
barrel, trash and water monitoring initiatives in the Historic
District; hosted a Trash Management Roundtable; and hosted a Safety
Workshop for the town to promote community dialogue, particularly
in regards to flooding issues, the town’s biggest threat.
City Flood Workgroup: Howard County Executive Allan H. Kittleman
issued an Executive Order establishing a 10-member Flood Advisory
Group to prioritize projects to control flooding in Historic Ellicott
City. The Advisory Group is charged specifically with overseeing
the development, implementation and maintenance of flood mitigation
projects. Additionally, the group will gather community feedback,
conduct at least one public hearing each year, assist the County
with seeking additional funding sources, work with county staff
toward possible reductions in FEMA insurance rates and provide educational
opportunities on reducing the impact of future flooding not mitigated
directly through county funded projects.
Water Environment Federation National Municipal Stormwater and Green
Infrastructure Awards Program Steering Committee: This awards program,
led by the Water Environment Federation (WEF) through a cooperative
agreement with the U.S. Environmental Protection Agency (EPA), has
been established to recognize high-performing regulated Municipal
Separate Stormwater Sewer Programs (MS4s). The objective of the
program is to inspire MS4 program leaders to seek new and innovative
ways to meet and exceed regulatory requirements in a manner that
is both technically effective as well as financially efficient.
Recognition of innovative approaches is also included in this program.
The Steering Committee is a group of professionals who work to develop/refine
the award criteria, review applications, and recommend winners for
this inaugural award season.
